o Reactivated ATDC's role in recruiting high tech industries into Georgia, including AMOCO, NCR Corporation, Grinzebach, Ricoh, and Institute of Paper Science and Technology.

o Organized TDAN as statewide network of academic, business & industry, and government economic developers to identify and solicit national technology targets of opportunity; promoted Georgia bid for U.S. Memories, Inc. (DRAM microchip manufacturing plant).

o Raised ATDC's success and prestige over 3 1/2 years to be the nation's premier technology incubation center.

*** COLORADO RESEARCH DEVELOPMENT CORPORATION (CRDC)

o Founded CRDC as the for-profit technology development and marketing extension of the non-profit Research Institute of Colorado, after a six-month evaluation and planning process for the RIC Board of Directors.

o Raised original investment capital by means of a private placement offering, comprehensive business plan, and innovative intellectual property agreement with university faculty researchers.

o Positioned CRDC as one of nation's first private, for-profit technology commercialization enterprises organized specifically to compete for federal Small Business Innovation Research (SBIR) contracts; secured $2 million in SBIR awards in first two years.

*** WESTERN ENERGY PLANNERS, LTD. (WEPL)

o Founded this profit-sharing consulting firm to perform economic, environmental, and engineering assessments of renewable and non-renewable energy resource development projects throughout the Rocky Mountain and Western States.

o Co-managed a multi-million dollar national geothermal energy demonstration program with EG&G Idaho, Inc. for resource planning and application among ten Rocky Mountain States.

o Performed a "Future of the Institute" planning project for the Director of the Solar Energy Research Institute in Golden, Colorado with key members of his management team. (Note: In 1991, SERI was reorganized as the National Renewable Energy Laboratory.)

ACADEMIC AND INDUSTRIAL RESEARCH

*** EMORY BUSINESS SCHOOL (EBS)

o Engaged by the EBS Office of the Deans in 1990 to develop business plan for a new school-wide research center--the Center for Innovation & New Ventures; $5 million fund-raising campaign designed.

*** RESEARCH INSTITUTE OF COLORADO (RIC)

o Engaged in 1983 by RIC Board of Directors to provide both technical and business management of the total reorganization of the research programs and administrative operations of the Institute; RIC provided contract administration of private industry and federal agency research grants and contracts for Colorado State University, University of Colorado at Boulder, and University of Colorado at Denver.

o Increased contract and grant research volume by 15-20 percent each year by restoring confidence of faculty researchers in RIC's administration and marketing services.

o Performed a complete restructuring of the Institute's financing by introducing fee income from contracts to provide working capital and by reducing the level of debt financing through shifting RIC to a "pay as paid" program with researchers.

*** SANDIA NATIONAL LABORATORIES

o Conceived and conducted basic and applied research in the physical and materials sciences programs of Sandia National Laboratories Albuquerque.

o Developed the technique of time resolved mass spectrometry for application to fundamental studies in gas phase kinetics, explosion chemistry, chemical lasers, high temperature vaporization and ablation phenomena, radioactive waste storage, nuclear power reactors, and both conventional and alternative energy resources.

o Published over 50 technical journal articles and presented numerous research papers at scientific meetings and conferences.

*** NEW MEXICO ACADEMY OF SCIENCE

o Served as President for two years during the first period of the nation's energy crisis (1973-74) and organized the state's university and federal scientists and engineers into formulating new energy resource R&D programs.

STATE AND FEDERAL POLICY-MAKING

*** ADVANCED TECHNOLOGY DEVELOPMENT CENTER (ATDC)

o Achieved authorization by Georgia General Assembly of Georgia Seed Capital Fund through three-year process of researching legislation of other states, formulating draft legislation, securing sponsorship of three key State Legislators, passing H.R. 552 in 1988 to obtain Constitutional Amendment, overseeing statewide campaign to voters, securing voter approval in November 1988, passing Enabling Legislation H.B. 151 in 1989, preparing national Request for Proposals to solicit a General-Partner Fund-Manager, and working to obtain Legislative Appropriation of $2.5 million in 1990, to be matched with $7.5 million of private investment.

o Organized and coordinated a 15-person TDAN State Technology Initiatives Committee during 1989-90 to produce a Draft Science and Technology Plan for the State of Georgia, which was presented to the 1990 Gubernatorial Candidates and to the 1991 General Assembly for endorsement and action.

o Served during 1989 on the Governor's (Joe Frank Harris) Advisory Committee on Capital Markets.

*** WESTERN GOVERNORS' REGIONAL ENERGY POLICY OFFICE (WGREPO)

o Served as technical and administrative advisor to ten governors in 1975-77 on all aspects of energy resource development in the Rocky Mountain States; formulated policy positions for adoption by the governors; negotiated positions with administrative and regulatory agencies of the federal government; drafted testimony for the governors to present at Congressional hearings in Washington D.C.; drafted related state statutes and regulations.

*** NEW MEXICO GOVERNOR'S ENERGY TASK FORCE

o Participated as a Task Force Member in 1974 in formulating both policies and programs to achieve aggressive yet orderly development of the energy resources of New Mexico and to implement effective conservation of energy.

INTERNATIONAL EXPERIENCE AND ACTIVITIES

o Elected to 1987 Class of Society of International Business Fellows (SIBF); participated in all SIBF business training programs and foreign travel briefings, including 1989 and 1990 briefings in Brussels and Weisbaden on European Community organization and "Europe 1992."

o Traveled to Mainland China in 1988 with Georgia Tech President to tour the major "comprehensive universities" of China (in Shanghai, Xian, and Beijing) and to renew or establish cooperative business and technical research agreements with them; met key policy leaders of China and activated Cooperative Agreement between ATDC and the New Technology Development Center/ Technology Clearinghouse of China/ China Association of Science and Technology; in Hong Kong, initiated business with Hong Kong Government Industry Department and with China International Trust & Investment Corp.

o Participated in 1989 University System of Georgia economic development information mission to Recife, Brazil, for seminar presentations on ATDC entrepreneurial services programs to Federal University of Pernambuco and to Federation of Industries of State of Pernambuco; developed prospective collaborative programs between ATDC and specific academic, business, and industry entities.

o Consultant to Higher Education Science Park Association of the Commonwealth of Independent States (formerly USSR) since 1990; provide expert advice to universities and research institutes on the formation and operation of science parks for technology transfer to free market enterprises.

o Consultant to the United Nations Development Program and the Technology Park Malaysia in Kuala Lumpur on technology business growth and development and on capital formation process.

o Established THE PR1ME FUND in 1988 with memberships for national corporate Partners to provide loan guaranties to ATDC Member Companies.

o For CRDC in 1985, arranged the private placement offering process to secure up to $500,000 of equity capital.

o Led three-year campaign to achieve state authorization for the Georgia Seed Capital Fund; required adoption of State Constitutional Amendment.

o Principal author of seven editions (1987, 1989, 1991, 1993, 1995, 1997, and 1998) of The National Census of Early-Stage Capital Financing, the 1995 edition being prepared in collaboration with the University of New Mexico Anderson Schools of Management.

PERSONAL INFORMATION

Born in St. Peter, Minnesota in 1934; Father was of third generation immigrant descent from Germany; Mother was of Pettijohn lineage from first Swedish settlers in Delaware area in the 1630's. Married to artist Adrienne F. Ewing-meyer (an original "Ewing" from Dallas!). Three grown children: Lynne Meyer Peck, who has given us our first grandchild; she and husband Darren live in Phoenix; Lynne is a graduate of Colorado State University. Kim Meyer lives in San Francisco and Vienna, Austria; she is an international financial consultant in telecommunications; she was in San Francisco during the Great Earthquake of 1989; Kim has a B.S. in Economics from the University of Colorado and an MBA from the Anderson Graduate School of Management at UCLA. Son Richard Nasby Meyer and family live in Atlanta, where he is General Manager of the Buckhead Bread Co.

Grew up in Minnesota and Wisconsin. Moved to California for graduate school. Then took first professional position in New Mexico, staying there 15 years. Moved to Colorado for 12 years and later to Georgia. Returned to the Land of Enchantment in 1994. Personal interests and activities include collecting Southwestern Indian arts (see ArtsSouthwest.com), snow skiing, jogging (Peachtree Road Race), reading, writing, ballet, opera, live theater, politics, etc.
