Dr. Richard T. Meyer is President of Orion Technical Associates, Inc., Albuquerque, New Mexico, USA, an international consulting firm which provides strategic business planning, marketing, and capital formation services to business entrepreneurs and to governmental organizations. In recent years, Dr. Meyer has assisted parties in Brazil, China, Egypt, France, Hong Kong, Malaysia, Mexico, Russia, and Uzbekistan. Within the United States, he has directed and authored eight comprehensive studies since 1987 on the formation and investment of seed and start-up capital by the organized venture capital industry and by governmental agencies. While Director of the Advanced Technology Development Center for the State of Georgia, he founded the Georgia Seed Capital Fund. Dr. Meyer chaired the Planning Committee for the 1997 Conference on State-Sponsored Venture Funds, which was held in Santa Fe, New Mexico on October 22-25, 1997. Dr. Meyer was a cofounder in 1993 and remains an active Board Member of the NASVF. Dr. Meyer received his doctorate in physical chemistry from the University of California at Berkeley. He directed basic and applied research and development for several years at Sandia National Laboratories in New Mexico prior to taking a lead role with ten governors of the Rocky Mountain States in developing energy policies for that region of the United States. Subsequently Dr. Meyer established a private energy technology commercialization company, Western Energy Planners, Ltd., and later created the Colorado Research Development Corporation. In 1986 he was selected from 319 national candidates to become the Director of the Advanced Technology Development Center in Atlanta, which he enhanced to become the undisputed premier technology incubator program in the United States. Dr. Meyer has also served as a Professor of Entrepreneurship at the Emory University Business School from 1990-93. Currently, Dr. Meyer is CEO & President of CIC Photonics, Inc., a seven-year-old company which designs, manufactures, and sells analytical and industrial instrumentation throughout the world. CICP's principal product is the IRGAS Turnkey Gas Analysis Solution for the semiconductor industry.
